Victoria Downtown Vision and Plan

Downtown Victoria lies in a picturesque setting on the southern shore of Stieger Lake and the western edge of Carver Park Reserve with the Lake Minnetonka Regional Trail running between downtown and these natural resources. HKGi led a planning process to establish a strong community vision for the downtown area and create redevelopment concepts that would help the City better capitalize on downtown’s growth opportunities.

HKGi worked with City Staff, the City’s engineering firm, and a public finance consultant to develop strategies to address potential parking, infrastructure, market and financing needs in the final plan. HKGi examined numerous urban design issues during the process, including development patterns; multi-modal connectivity; land uses; visual identity; and streetscape enhancements. These examinations were transformed into a detailed redevelopment concept plan for a prime downtown east site, a development concept for a 13-acre Greenfield on the west end of downtown, and parking strategies for the downtown core.

Implementation has also included a development study and streetscape guidelines for a key site in the western part of downtown
