St. Louis Park Site Redevelopment Study

HKGi provided planning services to help the City understand potential redevelopment scenarios for a Sam’s Club site that became a candidate for redevelopment when the store abruptly closed in 2018. The site is in a prime location with high visibility from the highway and close proximity to transit and the Cedar Lake Trail.

HKGi created three redevelopment scenarios, each of which was tested for the ability to achieve city goals related to supporting transit, tax capacity, climate action, affordable housing, and efficient use of land. Other factors measured in the testing phase of the project included each scenario’s ability to accommodate new jobs, the total number of housing units created, the level of public assistance needed, the amount of time it would take to complete redevelopment of the site, and the complexity of conditions required in order to achieve the scenario’s full build out.

Since completion of this study, the Sam’s Club facility has been redeveloped into a new company headquarters. Redevelopment of the rest of the site is in preliminary planning stages.
