Fridley, MN

HKGi developed a transit-oriented development (TOD) master plan for a transit tax increment financing (TIF) district encompassing Fridley’s Northstar Commuter Rail Station. Intended as a guide for the City as it plans infrastructure improvements and redevelopment within the area, the master plan provides guidance on the appropriate use of transit TIF funds and will be a resource for developers submitting redevelopment proposals and TOD applications to the City.

The master plan vision for the station area is characterized by an expanded park along the Mississippi River, redeveloped high- and medium-density housing oriented to the park and East River Road, a new loop parkway, greener streetscapes, increased pedestrian and bicycle connections, and enhanced stormwater features that double as pedestrian and residential amenities.

The plan’s street design concepts are intended to create a strong transit, pedestrian, and bicycle environment, and the land use redevelopment plan encourages mixed uses and strong connections to the nearby transit station, parkland, and school.

The master plan vision also includes new commercial and light industrial development on an undeveloped parcel of land on the east side of East River Road, as well as mixed-use buildings along the new parkway that serves as the main entrance to the new park.

HKGi’s planners project that under this plan the City should anticipate potential growth from redevelopment of between 650 and 1,150 housing units, and an additional 300,000 square feet of office space, 174,000 square feet of light industrial space, and 15-20,000 square feet of retail development.
