Comprehensive Plan

HKGi led the update to this inner-ring City’s comprehensive plan and shepherded the plan through the Metropolitan Council’s review and approval process. HKGi’s work included facilitating community engagement; incorporating input from a previous community visioning initiative; providing land use, housing, parks, resilience, and economic development planning services; and writing and coordinating report assembly and production.

Input from more than 1,500 people led to an emphasis on key community issues such as racial equity, housing, resiliency, climate action, and enhanced pedestrian and bicycle connectivity. The Racial Equity chapter amplifies the topic and establishes policies and strategies to ensure implementation progress occurs. Planners also developed specific strategies to improve access to much-needed housing.

HKGi also developed the Plan by Neighborhood, which involved more detailed planning for all 35 of the City’s neighborhoods. This part of the planning process inspired and empowered neighborhood voices to address localized needs and issues.
