Hoisington Koegler Group Inc. and Bonz and Company completed the East End Land Use and Market Study for the City of Hopkins. The study area, generally bounded by Excelsior Boulevard, Blake Road, Second Street and TH 169 is an area of ongoing change. Actions impacting the area include the improvement of Excelsior Boulevard, the proposed redevelopment of the old SuperValu North Annex site, the sale and redevelopment of the old Alliant Tech Building, new residential development and the potential future construction of an LRT line. Additionally, the project site area is the location of the confluence of two major regional recreation trails.
The objectives of the project are to conduct an overall market analysis; to review current development trends and patterns; improve connections between the project area and other parts of Hopkins; establish design standards; examine potential future land use changes; identify candidate LRT station sites in the eastern portion of Hopkins; and establish a framework for aesthetic improvements along Blake Road.
