Red Wing Comprehensive Plan 2007 adopted by City Council
The Red Wing Comprehensive Plan 2007 was adopted by the City of Red Wing on April 9. The 2007 Plan took a unique approach to community planning with a city-led campaign — “Imagine Red Wing” — to initiate the process by establishing a city-wide vision and set of guiding principles. Upon hiring HKGi early in 2006 to complete the plan, a team of community planners and designers began a week-long charrette process on August 21, 2006 to explore the future of Red Wing. The process began with a public meeting attended by over 80 members of the community where initial thoughts were presented by the HKGi team, including Claybaugh Preservation Architecture and ZHA, Inc. The following three days were spent working out of a downtown storefront articulating big ideas, illustrating possibilities and assessing the practical aspects of redevelopment and new development — all while maintaining an open and transparent dialogue with the community.
This transparent process resulted in a plan organized around three physical layers of a community: 1) Community Systems (green and grey infrastructure); 2) Settlement Patterns (land use, neighborhoods, districts); and 3) Design Character (architecture and relationship to public spaces). Interwoven throughout the plan is direction for public policy that embraces environmental stewardship, livability and community sustainability.
