The 2003 Comprehensive Plan developed by HKGi is far more than a land use plan. It provides a framework for addressing the community development issues that are critical to the future of Elk River. These issues include managing growth in areas outside of the sanitary sewer service area; creating transportation corridors needed to accommodate growth; exploring the implications of converting mining areas into future development; establishing a greenway system to protect the natural and rural features of Elk River; providing capacity for the expansion of job-producing and retail businesses; and focusing on redevelopment needs outside of the downtown area.
The Comprehensive Plan contains practical guidance on these, and other, key elements of achieving the vision for the future of Elk River.
