Hoisington Koegler Group worked in collaboration with LHB and Associates to develop a new comprehensive plan for the City of Albert Lea. The process included facilitation of a 30 plus person steering committee representing a broad cross section of stakeholder groups. The plan incorporates traditional comprehensive planning elements with more detailed focus area planning concepts. Albert Lea was seeking an innovative plan that can be used by planning practitioners as well as citizen planners, business leaders and philanthropists. The plan established a growth management policy directing growth inward towards areas in need of redevelopment and reinvestment, developed a flexible land use policy that allows for traditional growth on the edge of the community and established a list of action steps to help guide implementation. Through this planning process, Albert Lea has directed its scarce public resources to those areas of the community that are in most need. The plan continues a solid pattern of planning for the future in Albert Lea.
