As an outer ring suburb on the northwestern side of the Twin Cities metro area, the City of Dayton’s population is projected to increase significantly over the next 25 years. The City recognized that this population growth would result in pressure to develop many of the agricultural lands and natural areas that residents treasure as well as increase demand for parks and trails. On the threshold of change, the City of Dayton made the innovative decision to update its Parks, Trails and Open Space Plan as the first step in its Comprehensive Plan Update and allow it to be the framework for other sections of the plan, such as land use and transportation..
