Project Overview

The City of Greenfield is updating the City's Comprehensive Plan, a long range plan that will help define and guide future growth and development of the community. The planning process is not starting from scratch. This will be an update to the City's current Comprehensive Plan, which was adopted in 2013.

What is the Greenfield 2040 Comprehensive Plan?

The Plan is a Guide and a Tool
Once completed, the 2040 Comprehensive Plan will be used to make land use decisions, to prepare and implement ordinances, to prepare a City Capital Improvement Plan, and to influence the rate, timing, and location of future development.

The Plan is a Dynamic Document
The 2040 Comprehensive Plan is being prepared so that it will remain flexible and dynamic. This will ensure that the Plan can respond to changing needs, conditions, and emerging trends that they City may face in the future.

The Plan is Different than a Zoning Ordinance
Comprehensive Plans are:

  • Broad in scope
  • Visionary
  • Principle- and Policy-oriented
  • Guiding documents
  • Conceptual & Idealistic
  • Focused on neighborhood, community, or regional scale
  • Flexible in interpretation

Zoning Ordinances are:

  • Narrow in scope
  • Based off of more rigid standards
  • City law
  • Detail-oriented & specific
  • Focused on the districts & site level

What Topics are Included in the 2040 Comprehensive Plan?

Vision & Guiding Principles
While rooted in the reality of the community's past and present, the Vision is an aspirational statement that seeks to describe how the community will look, feel, and function in the next 20 years. The Vision provides an over-arching framework that permeates the plan and informs supporting policy and strategy decisions.

Guiding Principles support the Vision, by helping to define the character, values, and priorities of the Greenfield community in 2040. They will act as an ongoing tool to measure the appropriateness and effectiveness of future initiatives and results.

Developing the Vision and Guiding Principles is the first step in the comprehensive planning process. The project team, Comprehensive Plan Work Group, and City Officials are currently reviewing and updating the Vision and Guiding Principles from the 2030 Comprehensive Plan.

Framework
The 2040 Comprehensive Plan will be organized into the following themes:

  • Community
  • Land Use
  • Housing
  • Transportation
  • Parks, Trails, Open Space, & Recreation
  • Surface Water Management
  • Water Supply & Distribution
  • Sanitary Sewer
  • Public Facilities

Within each of these themes, Goals and Policy Statements will be established to serve as a guide for future decision making, building off the foundation of the Vision and Guiding Principles.

Implementation
In order to ensure that the 2040 Comprehensive Plan becomes a living and dynamic document, Strategies and Action Steps will be established to implement the Goals and Policies established in the Plan.

Where are we in the Process?

The draft document is currently out for a six month review process (by adjacent jurisdictions and affected agencies) that is required per Minnesota Statute 473.858 Subd. 2 and the Metropolitan Council guidance. During the sixth month review, the City will continue to take comments from the general public on the plan and changes may be discussed and considered for incorporation to the plan. The following are the next steps in the process.

  • Fall 2018 - Conduct Planning Commission Public Hearing
  • December 2018 - City Council authorizes submission to Metropolitan Council – Draft plan must be submitted by end of 2018.
  • 1st Quarter 2019 - Metropolitan Council review of draft plan
  • 1st or 2nd Quarter 2019 – Final Plan is adopted by the City Council
