In January 2017, Dakota County Regional Railroad Authority (DCRRA) and the City of Eagan initiated the process to complete METRO Red Line transit station area planning in the vicinity of the Cedar Grove and Cliff Road transit stations in the City of Eagan. The METRO Red Line, the first bus rapid transit (BRT) line in the Twin Cities region, provides enhanced bus service to major commercial and employment centers along Cedar Avenue between Apple Valley and the Mall of America.
In 2015, Dakota County developed a Cedar Avenue Transitway/METRO Red Line Implementation Plan (IPU) to identify service and facility improvements that will enhance transit opportunities within the corridor now and in the future. Included in the 2015 IPU is a recommendation that station area plans be developed for each existing and planned station to help local communities prepare for a more sustainable community that integrates transit into future growth and allows for more travel options for residents.
The station area plans will provide a guide for future policy decisions, development and public investments in the Cedar Grove and Cliff Road station areas. The plans are intended to enhance opportunities for economic development and improve transit ridership. The study areas will encompass a 1/2-mile radius area (10-minute walk shed) around the transit stations (Cliff and Cedar Grove) along the METRO Red Line in the City of Eagan.
Dakota County has contracted with a multi-disciplinary consulting team to facilitate this project and create the station area plans. The project team is led by Hoisington Koegler Group Inc. (HKGi), a planning, landscape architecture, and urban design firm based in Minneapolis. HKGi has partnered with Kimley-Horn and Associates, Inc. (K-H) for transportation and infrastructure planning.
The Cedar Grove and Cliff Road transit station area planning process will build on current and past initiatives related to the Cedar Avenue METRO Red Line transit corridor, facilitate collaboration with transit riders, citizens, businesses and groups in the community who live and/or work in the station areas, and invite participation from all who have an interest in this project. Community engagement is a key component to the planning process, which includes a Project Management Team (PMT), Technical Advisory Committee (TAC), key stakeholder interviews, pop-up events, workshops, online questionnaires, and events for the general public to provide input on the planning process and project outcomes.
